In 1999 Nunavut was carved out of the Northwest Territories and given separate territorial status within Canada. Now we are told that regional government will be granted to a largely Inuit-inhabited territory in northern Québec, to be called Nunavik. Is this the beginning of a separate province, a separate territory or a tertium quid? How might this affect a future referendum on sovereignty should the PQ return to power?
